The Employer Job Offer: International Student stream is part of the Ontario Immigrant Nominee Program (OINP) for recent graduates who have a job offer in Ontario. It uses Ontario’s Expression of Interest (EOI) system, so you must be invited before you can submit a full application.
This stream is not Express Entry. If Ontario nominates you, you apply for permanent residence through IRCC’s non-Express Entry Provincial Nominee process.

New process (Employer Portal → EOI → invitation → two submissions)
Ontario’s Employer Portal process includes strict deadlines:
Step 1: Employer submits a job offer (Employer Portal)
The employer must submit the job offer through Ontario’s Employer Portal (even if you already work there).
Step 2: You register your EOI within 30 days
Ontario states you must register your EOI within 30 calendar days after the employer submits the job offer—otherwise the job offer expires and the employer must create a new one.
Step 3: If invited, both employer and applicant must act fast (14 / 17 days)
If you receive an invitation to apply:

Employer deadline: submit the approval of an employment position application within 14 calendar days.

Applicant deadline: submit your nomination application within 17 calendar days.
Ontario also states that if the employer misses the 14-day deadline, the application will be withdrawn and the employer must create a new job offer to try again.
