The NL Express Entry Skilled Worker stream is part of the Newfoundland and Labrador Provincial Nominee Program (NLPNP). It is for people who are already in the federal Express Entry pool and have a full-time job offer from an eligible employer in Newfoundland and Labrador.
This is not the Atlantic Immigration Program (AIP). It is a provincial nomination pathway linked to Express Entry.
Who can apply
You typically need both provincial and federal requirements:
1) Active Express Entry profile (mandatory)
You must have an active Express Entry profile and include your Express Entry profile number and job seeker validation code in your NLPNP application.
2) Job offer from Newfoundland and Labrador (mandatory)
Newfoundland and Labrador requires a full-time job or job offer from an eligible NL employer. The job should be at least 30 hours/week and generally be for at least 1 year (or longer, depending on the employer’s offer).
3) Meet the requirements of an Express Entry program
Your eligibility depends on which Express Entry program you qualify under (FSW, CEC, or FST). Language, work experience, and settlement funds follow IRCC rules for your base program.
4) Intention to live in Newfoundland and Labrador
As with most PNPs, you should be able to show a genuine intent to settle in the province (job, ties, plan to live there).
How the process works
Step 1: Create (or update) your Express Entry profile
You enter the Express Entry pool through IRCC.
Step 2: Get a job offer from an eligible NL employer
You will need the offer details for your NLPNP application.
Step 3: Apply to NLPNP (Express Entry Skilled Worker)
Newfoundland and Labrador’s NLPNP portal is the provincial step.
Important: NLPNP may ask for specific documents for job offer and employment history (see the government checklist pages).
Step 4: Receive nomination → accept it in Express Entry
IRCC explains that if you accept a provincial nomination in Express Entry, you receive 600 additional CRS points, which helps you get invited to apply for PR.
Step 5: Apply for PR through IRCC after you receive an ITA
You submit your PR application through Express Entry. IRCC publishes each round of invitations and explains how draws work.

Federal fees (IRCC)

Avoid fixed promises like “6–8 months.” IRCC targets can vary by year, workload, and case complexity. Use IRCC’s official tools/pages for current expectations.

Not necessarily. This stream is tied to Express Entry; if you meet the requirements and have a valid job offer, you may apply from outside Canada (your documents and admissibility still matter).

Yes—Newfoundland and Labrador’s Express Entry Skilled Worker stream requires a full-time job offer from an eligible NL employer.
Does nomination guarantee PR?
No. IRCC says nomination adds 600 CRS points and helps you get invited, but IRCC still decides PR after medical/security/background checks and completeness review.
What’s the biggest mistake people make?
Mixing program templates. This is not AIP, so don’t use AIP documents like “Atlantic endorsement,” and don’t repeat information that doesn’t apply.
