Alberta Opportunity Stream: Eligibility and AAIP Worker EOI Guide

Many people still think they can “apply anytime” to the Alberta Opportunity Stream. That is no longer how it works. Since September 30, 2024, Alberta uses a Worker EOI system and you can only apply if you receive an invitation through an alberta advantage immigration program draw.
This page explains who can qualify, what documents matter most, what fees to expect, and what to check before you make plans.

What is the Alberta Opportunity Stream?

The Alberta Opportunity Stream is an AAIP pathway for people who:

  • are already working full-time in Alberta

  • have a full-time job offer from an Alberta employer

  • work in an eligible occupation

  • hold a valid work permit based on an LMIA or an accepted LMIA exemption

It is a provincial nomination pathway. If Alberta nominates you, you then apply to IRCC for permanent residence through the non-Express Entry PNP process.

The biggest change: you need a Worker EOI and an invitation

Alberta is clear:

  • You must submit a Worker EOI to be considered (no fee).

  • AAIP scores and ranks EOIs using a points grid and selects candidates through draws based on EOI score, priorities, and available nominations.

  • Draws are not regularly scheduled, and Alberta does not disclose full draw parameters.

Important deadlines if invited:

  • You have 15 days to start the application

  • You must submit it 30 days after you start

Alberta Opportunity Stream eligibility (what AAIP checks)

1) Residency and work permit rules

At application time and during assessment, you must have valid temporary resident status that authorizes you to work in Canada. Alberta also says you must have a valid work permit (not maintained status / implied status or restoration).

Examples of eligible work permits include:

  • LMIA-based work permits

  • certain LMIA exemptions (trade agreements, intra-company transfers, IEC, Mobilité Francophone, and others listed by AAIP)

  • PGWP for graduates of Alberta publicly funded institutions

  • some open work permits under specific IRCC public policies

2) Job offer requirement (full-time, non-seasonal)

You must have a full-time job offer or employment contract from an Alberta employer, to work in your current occupation in Alberta (at time of submission and assessment).

AAIP also lists job-offer situations that are not eligible, such as:

  • part-time, casual, or seasonal jobs

  • independent contractors/business owners/temporary agency workers

  • some home-based business work locations not zoned for commercial/industrial use

3) Work experience requirement

At the time you apply, you must meet one of these:

  • 12 months full-time work experience in your current occupation in Alberta in the last 18 months, or

  • 24 months full-time work experience in your current occupation in Canada or abroad in the last 30 months

PGWP holders have a separate rule: minimum 6 months full-time work experience in Alberta in the last 18 months.

Work experience must be full-time (30+ hours/week), in the same occupation as your current job, and authorized by IRCC if gained in Canada.

4) Language requirement (based on TEER)

AAIP ties language minimums to your NOC TEER:

  • TEER 0–3: CLB/NCLC 5 in each skill

  • TEER 4–5: CLB/NCLC 4 in each skill

  • Special rule: for NOC 33102, AAIP requires CLB/NCLC 7

Accepted tests include CELPIP, IELTS (General Training), PTE, TEF Canada, and TCF Canada. Results must be less than 2 years old at submission.

5) Education requirement

AAIP states that (as of Jan 1, 2021) applicants must have at least Canadian high school equivalent. If your education is foreign, you generally need an ECA from an IRCC-designated organization (unless an exception applies).

6) Eligible and ineligible occupations

Most occupations in TEER 0–5 are eligible, but AAIP has a specific ineligible occupations list (for example, legislators and some education-related roles). Always check your exact NOC and the current ineligible list before you submit an EOI.

Step-by-step: how to apply (2026 workflow)

Step 1: Submit Worker EOI (AAIP portal)

  • Create/sign in to an Alberta.ca account

  • Submit your Worker EOI (no fee)

  • Keep your information accurate (AAIP can refuse for incorrect or fraudulent info)

Step 2: Wait for a draw (invitation)

AAIP selects candidates through draws from the EOI pool. Alberta explains draws depend on:

  • EOI ranking

  • labour market needs and priorities

  • available nominations and application levels

Step 3: If invited, submit your AAIP application on time

  • Start within 15 days

  • Submit within 30 days after starting

Step 4: If nominated, apply to IRCC for PR (non-Express Entry PNP)

IRCC confirms you apply online using the Permanent Residence Portal after you are nominated.

Fees (AAIP + IRCC)

AAIP fee

Alberta’s fee schedule shows $1,500 for worker stream applications, including the Alberta Opportunity Stream (effective April 1, 2025).

IRCC PR fees

IRCC’s official fee list shows $1,525 for a principal applicant in the Provincial Nominee class (processing $950 + right of PR fee $575).

Processing time: what to use as “truth”

AAIP does not promise a fixed time. The most reliable source is Alberta’s Processing information page, which shows:

  • how many AOS nominations are issued/spaces remaining

  • how many applications are in the queue

  • what date they are “currently assessing”

Example (for transparency): Alberta’s page was last updated February 19, 2026, and it lists the AOS “currently assessing” date on that page.

For IRCC timelines, use IRCC’s processing-time tool (times are not guarantees).

Important warning: nobody can charge you for a job offer

Alberta states employers and employment agencies cannot charge workers fees for a job or job offer. If someone asks for money for an Alberta job offer, treat it as a serious red flag.

FAQ

Do I pay a fee to submit the Worker EOI?
No. Alberta states there is no fee to submit a Worker EOI.

Can I apply to the Alberta Opportunity Stream without an invitation?
No. Since Sept 30, 2024, you can only apply if AAIP invites you.

What language score do I need?
It depends on your TEER: CLB 5 for TEER 0–3, CLB 4 for TEER 4–5, and CLB 7 for NOC 33102.

How much is the AAIP application fee?
$1,500 for worker stream applications (including AOS).

Are AAIP draws on a fixed schedule?
No. Alberta says AAIP draws are not regularly scheduled.

Reality check (important)

  • A strong EOI score helps, but Alberta says EOI score is not the only factor, and AAIP does not publish full draw parameters.

  • If your job offer or work permit situation is not exactly eligible, your application can fail even if you are invited.

  • Always plan for delays: AAIP inventories and priorities can change, and both AAIP and IRCC processing times are not guarantees.
