International Graduate – 2025 Guide
The International Graduate stream under the BC Provincial Nominee Program (BC PNP) helps recent graduates of Canadian colleges and universities secure permanent residence through a provincial nomination. To qualify, you need an indeterminate, full-time job offer in B.C. and a recent Canadian credential. Note that the last invitations to apply for this stream were issued on November 26, 2024, and the stream will close thereafter, to be replaced by new Bachelor’s, Master’s and Doctorate graduate streams in January 2025
Who Can Apply?
You may be eligible for the International Graduate category if you:
Earned a Canadian credential
Obtained a degree, diploma or certificate from a Canadian post-secondary institution within the past three years, with at least 50 % of studies completed in Canada (no distance-education programs)
Hold a valid job offer
Have an indeterminate, full-time offer from a B.C. employer in a NOC Skill Level A or B occupation (management NOC 0 positions are not eligible)
Meet general BC PNP requirements
Demonstrate intention to live and work in B.C., show economic benefit to the province and hold valid immigration status (no unresolved refugee claims or removal orders)
Provide language evidence if required
For NOC B roles, meet CLB 4 in all four competencies; for NOC A, language results may be requested by BC PNP to confirm ability to perform job duties
How Does the Application Process Work?
1. Register (free)
Sign in to BCPNP Online, choose the International Graduate stream and submit a no-cost registration, ensuring you meet all category requirements at that time
2. Wait for an Invitation
BC PNP issues periodic draws for Skills Immigration. If your registration is selected, you’ll receive an Invitation to Apply (ITA) via your online dashboard.
3. Submit Your Application (within 30 days)
Upload a complete application package in BCPNP Online, including:

Official transcript or copy of degree/diploma showing completion date

Signed job offer letter on company letterhead

Language test results (if required)

Passport/travel-document scan and proof of immigration status

Résumé or reference letters (detailing duties, NOC code, hours)
4. Receive Nomination
Once BC PNP approves your application, you’ll be issued a Certificate of Nomination.
5. Apply for Permanent Residence
Use your nomination to apply to IRCC for Canadian permanent residence.
