Human Capital Stream – Ontario 2025 Guide
Ontario’s Human Capital Stream is an Express Entry–aligned category of the Ontario Immigrant Nominee Program (OINP) that lets the province select highly skilled candidates from IRCC’s federal pool. Ontario searches profiles in the Federal Skilled Worker and Canadian Experience Class streams for those with strong education, language skills and work experience who intend to settle in Ontario. Selected candidates receive a Notification of Interest (NOI), apply to OINP for a provincial nomination and earn 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence
Who Can Apply?
1. Express Entry profile
Hold an active profile under the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC)
2. Federal eligibility
• FSWP: ≥67 points on the 100-point selection grid.
• CEC: ≥1 year of Canadian skilled work experience in the last 3 years
3. Education
A Canadian degree or foreign credential with a valid Educational Credential Assessment (ECA) report (issued ≤5 years ago)
4. Language ability
CLB 7 in English or French on an IRCC-approved test
5. Settlement funds
Proof of funds per IRCC requirements, unless you hold a valid Canadian job offer
6. Intention to reside
Genuine intent to live and work in Ontario
How Does the Application Process Work?
1. Enter the Express Entry pool
Create or update your profile at Canada.ca/express-entry, selecting FSWP or CEC
2. Receive a Notification of Interest (NOI)
Ontario searches the pool and issues NOIs to top-ranked candidates via your Express Entry account
3. Gather Documents

4. Apply to OINP
Within 45 days of your NOI, submit your application in the OINP e-Filing Portal, upload all documents and pay the CAD 1,500 fee
5. Receive provincial nomination
Approved candidates get a nomination notification in their IRCC account. Accept it to gain 600 CRS points
6. Apply for permanent residence
After nomination, wait for an ITA in a subsequent draw. Then submit your PR application to IRCC within 60 days, provide biometrics and complete a medical exam
