The Manitoba International Education Stream (IES) is part of the Manitoba Provincial Nominee Program (MPNP). It gives international graduates of designated Manitoba post-secondary institutions a faster pathway to provincial nomination through three options: Career Employment Pathway, Graduate Internship Pathway, and the International Student Entrepreneur Pilot (ISEP).
This stream is only for people who studied in Manitoba. Manitoba states that international students who graduated in another province are not eligible under IES, but may be eligible under the Skilled Worker in Manitoba pathway instead.

Career Employment Pathway: who can apply?
Manitoba’s eligibility rules include:

Graduated within the last 3 years from a designated Manitoba institution, from a full-time program of at least one year / two semesters

A full-time job offer with at least a 1-year contract, in an occupation on Manitoba’s In-Demand Occupations List, consistent with your Manitoba program of study

You must be working full-time in Manitoba with a valid work permit when your application is assessed

Settlement funds: show liquid funds for 6 months (LICO) or be employed in a full-time long-term job in Manitoba

Graduate Internship Pathway: who can apply?
Manitoba’s eligibility rules include:

Completed a master’s or doctoral program in Manitoba within the last 3 years

Language: minimum CLB/NCLC 7

Completed a Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) internship in Manitoba with an eligible industry and research enterprise

International Student Entrepreneur Pilot (ISEP): who can apply?
ISEP is for Manitoba graduates who choose entrepreneurship instead of employment. Manitoba notes it allows up to 20 applicants per calendar year.
Key eligibility rules include:

Operate your business as a senior manager daily in Manitoba for at least 6 months prior to nomination, consistent with your Business Performance Agreement (BPA)

Own at least 51% of the business

Age: 21 to 35

How the application process works (important: ISEP is different)
For Career Employment + Graduate Internship
Manitoba explains that the EOI ranking system applies to the Skilled Worker Stream and the International Education Stream.
The standard process is:

Create an Expression of Interest (EOI) profile (EOI is not an application; it enters a pool).

If invited, you receive a Letter of Advice to Apply (LAA) and submit a full application.

Manitoba assesses the application and, if approved, issues a nomination.
-
After nomination, apply to IRCC for PR within 180 days.
For ISEP (separate process)
Manitoba states you must attend a mandatory information session before submitting forms to the MPNP, and you start by submitting an Interest Guideline and Business Concept by email (this is not the full application).
If you receive an LAA for ISEP, you then submit the full application as instructed and pay the fee.
