Ontario Tech Draws are targeted selections under the Ontario Immigrant Nominee Program (OINP), using the Express Entry Human Capital Priorities (HCP) stream. Ontario searches the federal Express Entry pool and sends a Notification of Interest (NOI) to selected candidates.
A common misunderstanding is thinking an NOI means you are already nominated. It does not. IRCC is clear that a “notification of interest” is not a nomination and does not guarantee you’ll be nominated.
What is an Ontario Tech Draw?
Ontario uses Tech Draws to invite Express Entry candidates who:
-
meet the OINP HCP requirements, and
-
have work experience in specific tech NOC codes Ontario targets.
If Ontario approves your application, you receive a provincial nomination and IRCC can add 600 CRS points to your Express Entry profile (once).
Who can apply (basic eligibility)
You can only apply after you receive an NOI. In general, Ontario Tech Draw candidates must have:
-
An active Express Entry profile under Federal Skilled Worker (FSW) or Canadian Experience Class (CEC) (Ontario selects from the pool).
-
At least 1 year of skilled work experience in an eligible tech occupation (see NOC list below).
-
Education that supports your Express Entry profile (often includes an ECA for non-Canadian education).
-
Language results that meet your federal program requirements (often CLB 7+ for this pathway).
-
Settlement funds (unless exempt under your federal program situation).
-
Intent to live in Ontario (Ontario expects applicants to show genuine intent).
Eligible NOC codes for Ontario Tech Draws (official list)
Ontario’s Tech Draw page lists targeted NOCs, including:
-
21211 Data scientists
-
21231 Software engineers and designers
-
21230 Computer systems developers and programmers
-
21232 Software developers and programmers
-
21234 Web developers and programmers
-
21233 Web designers
-
21223 Database analysts and data administrators
-
20012 Computer and information systems managers
-
21311 Computer engineers (except software engineers and designers)
Internal guidance (important):
If your job title sounds “tech” but your primary NOC is not on Ontario’s list, you may not be targeted in a Tech Draw. Always match your work experience to the correct NOC based on duties, not just the title.
Step-by-step: how the Ontario Tech Draw process works
1) Create an Express Entry profile
Make sure your profile is accurate and supported by documents (work history, education, language).
2) Wait for Ontario to issue an NOI
Ontario conducts Tech Draws periodically. You cannot apply directly without an NOI.
3) Apply to OINP within 45 days
Ontario states you must submit your application within 45 calendar days of receiving the NOI.
4) Pay the OINP application fee
Ontario’s application fee page lists a $1,500 fee for OINP applications (confirm in the portal before paying).
5) If nominated, accept it in Express Entry (30 days)
IRCC gives you 30 calendar days to accept or reject the nomination in your Express Entry account.
6) Receive 600 CRS points (after nomination is confirmed)
IRCC explains that after accepting nomination, they award 600 additional points (maximum once).
7) Apply for PR after you receive an ITA
Even with a nomination, IRCC still reviews admissibility and document accuracy. IRCC says they might invite you after you accept a nomination (it’s not a guarantee).
Required documents (fixing errors in your draft)
Remove this from your draft: “Endorsement Certificate From an Atlantic Province” (that is not part of OINP HCP Tech Draws).
Use a document list like this instead:
-
Passport + status documents (if you are in Canada)
-
Language test results (IELTS/CELPIP/TEF/TCF)
-
Education documents + ECA if needed
-
Proof of work experience (reference letters, pay evidence)
-
Express Entry profile details
-
Proof of settlement funds (if required)
-
Resume + intent to reside in Ontario statement
-
NOI message record (screenshot/PDF from your IRCC account)
Fees and processing times (realistic wording)
-
OINP fee: commonly shown as $1,500 on Ontario’s application fee page (verify before submission).
-
Federal (IRCC) fees: depend on family size and are listed in IRCC’s fee table (use official fees only).
-
Processing times: vary by inventory and completeness. Use IRCC’s processing time tool for the federal stage.
FAQ (real search-intent questions)
Do I need a job offer for the Ontario Tech Draw?
Usually no. Tech Draws are run under an Express Entry-linked stream where Ontario selects candidates from the pool based on criteria and targeted NOCs.
Is an NOI the same as a nomination?
No. IRCC states a notification of interest is not a nomination and does not guarantee nomination.
How long do I have to apply after I get an NOI?
Ontario states 45 calendar days from the date the NOI is issued.
Do I automatically get PR if I get nominated?
No. A nomination adds points and helps you get an ITA, but IRCC still checks eligibility, documents, and admissibility. IRCC says they might invite you after you accept nomination.
How many CRS points do I get from nomination?
IRCC awards 600 additional CRS points for a provincial nomination (maximum once).
Reality check (Canadianow style)
-
Tech Draws are not predictable. Ontario can pause, resume, or change targets without much notice.
-
NOC accuracy matters. Wrong NOC or weak work proof can lead to refusal even if you get an NOI.
-
No guarantees. An NOI is only an invitation to apply to Ontario, not approval. And nomination does not bypass IRCC checks.
-
If you are not in the targeted NOC list, focus on improving Express Entry strength (language, ECA accuracy, experience) or consider other Ontario streams that fit your situation.
