Skilled Worker Overseas (SINP): International Skilled Worker Guide (EOI, Points, Steps)

Skilled Worker Overseas” usually refers to Saskatchewan’s International Skilled Worker category. It is designed for people who want to live and work in Saskatchewan and either:

  • have an Express Entry profile (Saskatchewan Express Entry sub-category), or

Minimum eligibility (what SINP checks first)

Both sub-categories require at least 60 points out of 110 on the SINP point assessment grid.

Language

  • Occupation In-Demand requires at least CLB 4.

  • Saskatchewan Express Entry requires language that meets federal Express Entry language requirements (varies by FSW/CEC/FST).

Education (and ECA)

You must have completed post-secondary education/training comparable to Canadian education, and if your education is outside Canada you generally need an ECA from an IRCC-approved organization.

Work experience

  • Occupation In-Demand: at least 1 year of full-time paid work experience in a skilled occupation in the past 10 years, and it must be related to your education and in an in-demand occupation (not excluded).

  • Express Entry sub-category: your minimum experience depends on which Express Entry program you qualify under (FSW/FST/CEC), and your work must be related to your completed post-secondary education/training.

Licensure / regulated occupations

SINP may require proof of professional status or eligibility for Saskatchewan licensure for certain occupations (and may hold applications until provided).


How the SINP EOI system works (important)

SINP states:

  • You submit an EOI first (it is not an application).

  • EOIs remain active for 1 year.

  • If invited, you have 60 days to submit a complete online application and documents.

  • Selection starts with the highest point scores; ties may be broken by Saskatchewan connections (family, previous work or study), then by work experience and language.

Saskatchewan’s SINP FAQ says the initial 2026 nomination allocation is 4,761, with a minimum 50% reserved for priority sectors (Healthcare, Agriculture, Skilled Trades, Mining, Manufacturing, Energy, Technology), and caps for Accommodation/Food, Trucking, and Retail.
This matters because SINP may prioritize certain occupations and limit others in EOI selections.
