The Manitoba Provincial Nominee Program (MPNP) Skilled Worker Stream is designed to help Manitoba employers keep and hire skilled workers. Manitoba has two pathways in this stream: Skilled Worker in Manitoba (SWM) and Skilled Worker Overseas (SWO).
This matters because you can’t simply submit a full application anytime. Most people start with an Expression of Interest (EOI), then only top candidates receive a Letter of Advice to Apply (LAA).
1) Choose the right pathway: SWM vs SWO
Skilled Worker in Manitoba (SWM)
SWM is for people who already have an established connection to Manitoba through ongoing employment. Manitoba defines this as:

you have a valid work permit, and

a Manitoba employer offers you a full-time, long-term job, and
-
you already worked at least 6 months (continuous) full-time for that employer.
Important SWM limits:

self-employment and independent contractor work does not count for the qualifying Manitoba work period.

work done while you were in full-time study (example: some co-op work) is not counted.

if you graduated from another province, Manitoba says you must first work for the Manitoba employer at least 1 year to be eligible for SWM.
Skilled Worker Overseas (SWO)
SWO is for applicants outside Manitoba who have an established connection to Manitoba and meet the points requirement. Manitoba says your connection must be one of:

Manitoba Support (close relative or friend/distant relative who is established in Manitoba)

Manitoba Experience (previous work or education in Manitoba)

SWO also requires at least 60 points on Manitoba’s points grid (language, age, work experience, education, adaptability).
2) How the MPNP EOI system works
Manitoba explains that:

You submit an EOI profile, receive ranking points, and

Manitoba regularly draws highest-scoring candidates and invites them to apply.

Manitoba can also limit or exclude EOIs from draws for certain occupations if there is high volume or poor employment outlook.

3) After you get an LAA (invitation): deadlines and fee
If you receive a Letter of Advice to Apply (LAA):

you have 60 days to submit the full application, and

the MPNP charges a non-refundable $500 application fee.
4) What documents you typically need (clean list)
