Employer Job Offer Stream 2025 Guide
The Employer Job Offer Stream is a category of the Ontario Immigrant Nominee Program (OINP) for skilled workers and graduates who hold a valid, full-time, permanent job offer in Ontario. It consists of three sub-streams—Foreign Worker, International Student and In-Demand Skills—each targeting different groups but united by the requirement of a genuine employment offer. Through this stream, Ontario nominates candidates for permanent residence, helping employers fill local labour needs while giving applicants a clear, online path to settlement in Canada
Who Can Apply?
To be eligible for the Atlantic Immigration Program, applicants must meet specific criteria
You must have a full-time, permanent job offer from an Ontario employer in one of these sub-streams:

Foreign Worker: In NOC 0, A or B occupations.

International Student: Ontario post-secondary graduate with a job in NOC 0, A or B, within 2 years of graduation.

In-Demand Skills: Roles in agriculture, construction, trucking or personal support (NOC C)
Additional criteria:

Qualifications: Meet the education, training or licensing requirements for your job.

Work Authorization: Hold a valid work permit (LMIA-based or LMIA-exempt) when you apply and when OINP assesses your file.

Admissibility: No unresolved criminal or medical issues under Canadian law.

Intent to Reside: Demonstrate genuine plans to live and work in Ontario.
How Does the Application Process Work?
The application process for the Atlantic Immigration Program is straightforward
1. Register an Expression of Interest (EOI)
Sign in to OINP’s e-Filing portal and complete the registration—there is no fee to register
2. Receive an Invitation to Apply (ITA)
Ontario conducts regular draws; if invited, you have 30 days to prepare your full application
3. Gather Documents

Foreign Worker: Job offer letter, employer declaration, work permit, resume and letters confirming job duties and hours

International Student: Post-secondary transcript, diploma, PGWP, and employer-signed Application for Approval of an Employment Position

In-Demand Skills: Job offer letter, proof of sector experience and any required certificates.
4. Submit the Application
Upload all documents, pay your application fee online, then click Submit within the 30-day window.
5. Ontario Assessment
OINP reviews for completeness, may request clarifications or an interview.
6. Apply for PR
If nominated, accept your nomination in your IRCC secure account and submit a PR application under the non-Express Entry PNP process.
