The Ontario Immigrant Nominee Program (OINP) has an Express Entry-linked pathway called the Human Capital Priorities (HCP) stream. Ontario uses it to select skilled candidates from the federal Express Entry pool based on factors like education, language, and work experience.

This is not a separate federal program. You must first have an active Express Entry profile, and you can only apply to Ontario after Ontario sends you a Notification of Interest (NOI).

Who can qualify

You generally need:

  • An active Express Entry profile (Ontario typically targets candidates eligible under FSW or CEC, depending on the NOI round)

  • Language strength (Ontario often requires strong language; keep valid test results in your profile)

  • Education: Canadian credential or an ECA if you studied outside Canada. IRCC says your ECA must be less than 5 years old when you complete your profile and when you submit your PR application.

  • Settlement funds: If your Express Entry program requires it (FSW/FST), you must show proof of funds. IRCC says CEC applicants don’t need proof of funds.

  • Intention to live in Ontario and (if you’re in Canada) valid status.

Internal guidance: If your profile is strong in French, Ontario also has a separate Express Entry stream for French-speaking candidates. Keep your pages separate so users don’t mix requirements.

How the process works (NOI → OINP → nomination → PR)

Step 1: Enter the Express Entry pool

Create/update your Express Entry profile. Being in the pool does not guarantee an invitation from Ontario or IRCC.

Step 2: Receive a Notification of Interest (NOI)

Ontario searches the pool and issues NOIs for certain candidates (often with CRS ranges and targeted occupations).

Step 3: Apply to OINP within 45 days

Ontario states you must submit your application within 45 calendar days of receiving the NOI.

Step 4: If approved, accept the nomination in Express Entry (30 days)

IRCC says you have 30 calendar days to accept or reject the nomination. If you accept, IRCC awards 600 additional CRS points to help you get invited.
This makes an ITA very likely in many cases, but it is still not a “guarantee” because you must remain eligible and IRCC must issue the invitation.

Step 5: If you receive an ITA, submit PR in 60 days

IRCC says your ITA is valid for 60 days.

Fees (use official numbers only)

  • OINP application fee: Ontario’s applying page lists $1,500.

  • IRCC PR fees: IRCC lists $1,525 for many economic PR applications (processing + right of PR fee).

  • Biometrics may apply depending on the applicant.

Required documents (fix your old list)

Remove these from your draft because they are not related to OINP HCP:

  • Endorsement certificate from an Atlantic province (AIP only)

Typical HCP document set:

  • NOI letter + Express Entry profile number

  • Passport/travel document

  • Language test results (still valid)

  • ECA or Canadian education documents (if applicable)

  • Work reference letters (duties, hours, dates, NOC)

  • Proof of funds if required by your base program (FSW/FST)

FAQ

Do I need a job offer?
Usually no for HCP, but rules can vary by NOI round. Keep your profile accurate and read your NOI instructions carefully.

Is there a minimum CRS score?
No fixed CRS score. Ontario issues NOIs by round, and CRS ranges can change.

How long do I have after an NOI?
Ontario states 45 calendar days.

What happens after nomination?
You have 30 days to accept it. If accepted, IRCC adds 600 CRS points.

Reality check

  • HCP is selective. Meeting basic requirements does not mean Ontario will send an NOI.

  • A nomination helps a lot, but IRCC still decides PR after medical, security, and completeness checks.

  • Proof of funds rules depend on the Express Entry program (FSW/FST vs CEC). Don’t upload the wrong thing.
