The Alberta Rural Renewal Stream is part of the Alberta Advantage Immigration Program (AAIP). It is a community-driven pathway for workers who have a full-time job offer in a Designated Community and a valid Endorsement of Candidate letter from that community’s economic development organization.
This is not Express Entry. The process starts with the community endorsement, then you submit a Worker Expression of Interest (EOI) to AAIP, and only invited candidates can submit a nomination application.
Who can apply
1) You must intend to live and work in the designated community
At both application submission and assessment, you must show you intend to live and work in the Designated Community, or already live and work there.
2) You must have a valid community endorsement letter (required)
You must have an Endorsement of Candidate letter issued by the designated community’s Economic Development Organization (EDO). The endorsement letter is valid for one year from the date it is issued.
The letter must include job offer details and how hiring you supports the community’s economic growth (Alberta lists the required content).
Important: Alberta says candidates should not apply to AAIP without an endorsement letter from a designated community.
3) You must have a full-time job offer in an eligible occupation
You must have a full-time job offer or employment contract from an Alberta employer in your designated community, and the occupation must not be on Alberta’s ineligible list.
4) Work experience (12 months in last 18 months) — with a key exception
You normally need 12 months full-time work experience in an eligible occupation within the last 18 months before your application. It can be experience from Alberta, elsewhere in Canada, or abroad.
Exception: Post-Graduation Work Permit (PGWP) holders who completed a 2-year post-secondary program at an IRCC DLI in their Designated Community do not need to meet the 12-month work experience rule.
5) Licensing / certification (if your job requires it)
If the occupation is regulated or a compulsory trade, you must have the required Alberta licensing or recognized trade certificate.
6) Language (depends on TEER)
Minimum language scores are based on your job offer’s TEER level:

TEER 0–3: minimum CLB 5 (or NCLC 5) in each skill

TEER 4–5: minimum CLB 4 (or NCLC 4) in each skill
Accepted tests include CELPIP, IELTS (General), PTE Core, TEF Canada, and TCF Canada, and results must be less than 2 years old at submission.
7) Education (minimum high school; ECA rules)
You must have at least high school equivalent. If your highest education is outside Canada, you must provide an ECA (unless you have a qualifying Canadian credential or certain Alberta trade qualifications).
8) Settlement funds (LICO-based; community size matters)
Settlement funds are based on Low Income Cut-Offs (LICOs), and the required amount depends on your family size and the population size of the designated community. Alberta publishes a table and requires funds to be readily available (not assets like property or vehicles).
How to apply (real process)
Step 1: Get community endorsement + job offer
The designated community works with employers, selects candidates, and issues the Endorsement of Candidate letter (valid 1 year).
Step 2: Submit a Worker EOI to AAIP
AAIP confirms the Rural Renewal Stream is a two-step process, and you submit a Worker EOI first.
Important: AAIP says an endorsement letter is required at the time you submit your Worker EOI to qualify for selection and points.
Step 3: If selected, submit your AAIP application
If AAIP invites you, you submit the full application in the AAIP portal and AAIP assesses eligibility at submission and again during assessment.
Step 4: Nomination → PR application to IRCC
If Alberta nominates you, you then apply to IRCC for permanent residence. Alberta notes the Government of Canada makes the final PR decision.
Fees
AAIP’s fee schedule (effective April 1, 2025) lists $1,500 for worker stream applications, including the Rural Renewal Stream.

FAQ
Do I need a designated community endorsement letter?
Yes. It is required, valid for one year, and Alberta says you should not apply without it.
Can I apply from outside Canada?
Yes. Alberta says applicants may be temporary workers in Canada with valid permits or individuals not in Canada.
What language score do I need?
CLB 5 for TEER 0–3 jobs, CLB 4 for TEER 4–5 jobs, and test results must be under 2 years old.
What work experience do I need?
Usually 12 months full-time within the last 18 months, with a PGWP exception for certain 2-year programs in the designated community.
How much is the AAIP fee?
$1,500 for the Rural Renewal Stream (AAIP fee schedule effective April 1, 2025).
