Many older guides mention a BC PNP International Graduate stream. However, BC’s official program guides have removed the International Graduate stream sections, and current Skills Immigration options are now focused on Skilled Worker, Entry Level and Semi-Skilled (ELSS), and Health Authority.
This page explains what changed, what that means for graduates, and what BC PNP route may still be possible today.
What changed in BC PNP
BC’s Skills Immigration Program Guide (effective April 14, 2025) states that the International Graduate and International Post-Graduate stream sections were removed.
The current guide (effective December 4, 2025) continues to list only three Skills Immigration streams for workers.
BC also publicly explained that program priorities changed after federal nomination allocations were reduced, and the previously announced student streams remained on hold.
Is there a BC PNP pathway for recent graduates now?
There is no dedicated “International Graduate” stream shown in current BC Skills Immigration materials.
In practice, many graduates now look at BC PNP as workers, meaning you typically need:
-
a full-time, indeterminate (no end date) job offer, and
-
an employer willing to support you (including the Employer Declaration Form).
Which stream might fit you (high-level)
Based on WelcomeBC’s current worker stream descriptions:
-
Skilled Worker stream: job offer in NOC TEER 0–3, plus work experience (BC lists a two-year minimum in its summary table).
-
ELSS stream: job offer in eligible TEER 4–5 roles, plus 9 months consecutive work with the supporting employer before registering.
-
Health Authority stream: job offer from a B.C. health authority employer (and related eligibility rules).
Internal guidance: If you keep this page live, link readers to your Canadianow pages for BC Skilled Worker and Entry Level and Semi-Skilled so they can move to an active stream guide.
How the process works now (BC PNP Skills Immigration)
WelcomeBC explains the process as: choose your stream → register online → wait for an invitation → submit an application → decision → submit your IRCC PR application.
Important timing rule:
-
If you receive an invitation, you have up to 30 calendar days to submit a complete application in the BC PNP Online user portal.
Fees (BC PNP + federal PR)
WelcomeBC lists current Skills Immigration fees as:
-
Registration: no fee
-
Application: $1,750 CAD
-
Request for review: $500 CAD
You will also pay separate fees to IRCC when you submit your permanent residence application (federal fees depend on your PR class and family size).
What to prepare (typical documents)
Document lists vary by stream and situation, but most applicants should expect:
-
passport + proof of status in Canada (if applying from inside Canada)
-
job offer and supporting employer documents (including the Employer Declaration Form)
-
proof you meet job requirements (licensing/certification if needed)
-
language test results if required or if you want to claim points (BC uses language as a scoring factor).
For exact requirements, BC directs applicants to the current Skills Immigration Program Guide and the Technical Guide.
FAQ
Is the BC PNP International Graduate stream still available?
It is not listed in current BC Skills Immigration guides, and BC’s April 14, 2025 guide update notes the International Graduate sections were removed.
Can I apply to BC PNP as a graduate without a job offer?
Under current worker-focused Skills Immigration streams shown on WelcomeBC, a job offer is a core requirement for these streams (Skilled Worker, ELSS, Health Authority).
How long do I have to submit after an invitation?
WelcomeBC states 30 calendar days from the invitation date.
Why do different websites say different things about graduate streams?
BC’s program guide specifically warns that if there’s a discrepancy with third-party sources, the Program Guide is considered correct.
Reality check
-
BC PNP is invitation-based and priority-driven. Even if you meet basic requirements, selection depends on BC’s current approach and nomination capacity.
-
If your plan depended on a dedicated graduate stream, the practical next step is to re-check eligibility under the current active Skills Immigration streams and make sure your job offer and employer support are solid.
