Many older guides still mention International Graduate – Express Entry BC (EEBC). However, BC’s official Skills Immigration Program Guide shows that the International Graduate stream section was removed from the program guide (effective April 14, 2025).
This page explains what that means today, what is still active under Express Entry BC (EEBC), and what graduates should do instead.
Is International Graduate – EEBC still open?
BC’s Skills Immigration Program Guide lists only these Skills Immigration streams:
-
Skilled Worker
-
Health Authority
-
Entry Level and Semi-Skilled (ELSS)
It also confirms that sections for the International Graduate and International Post-Graduate streams were removed.
So, International Graduate – EEBC is not listed as an active stream in the current program guide.
What was the last time “International Graduate – EEBC” appeared in draw results?
BC’s official “Invitations to Apply – Skills Immigration 2024” PDF shows that International Graduate – EEBC option was still part of draws in 2024 (for example, it appears on November 26, 2024).
That draw history helps explain why many people still search for this stream today.
Why did BC pause or change graduate pathways?
In an April 14, 2025 bulletin, the B.C. government said the program had to focus on workforce priorities after the federal nomination allocation was reduced, and that the previously announced student streams would remain on hold.
This is why older “new graduate stream” plans often do not match what is currently available.
What is still available under Express Entry BC (EEBC)?
EEBC is not a separate program by itself. It is an option inside BC PNP Skills Immigration for eligible streams, and BC’s program guide still includes a section called “Using the Express Entry BC (EEBC) Option.”
If you are a graduate with an Express Entry profile, the practical next step is usually:
-
Skilled Worker (EEBC option) if you meet that stream rules, or
-
Health Authority (EEBC option) if you have the right kind of job offer.
Internal guidance (Canadianow):
-
If you are switching paths, link this page to your BC Skilled Worker page and your Entry Level and Semi-Skilled page (if your job is TEER 4–5).
What happens if you get a BC nomination through an EEBC option?
If you receive a provincial nomination linked to Express Entry, IRCC says it will add 600 points to your CRS score, which helps you get invited to apply (it is not a guarantee).
If you receive an ITA in Express Entry, IRCC confirms you must submit your PR application within 60 days, or the invitation expires.
Fees and timing reminders
Federal PR fees for many economic applications are shown by IRCC as $1,525 ($950 processing + $575 right of permanent residence fee).
Processing times change often. Use IRCC’s tools and do not plan around fixed timelines from older posts.
Fix these template mistakes on your page
Remove these from the “Required Documents” list (they are not related to BC PNP EEBC):
-
Endorsement Certificate From an Atlantic Province (AIP only)
Also remove any “Atlantic Immigration Program” fee/timeline text that was copied into the page.
FAQ
Can I apply to International Graduate – EEBC today?
BC removed the International Graduate stream section from its Skills Immigration program guide (effective April 14, 2025), so it is not listed as an active stream now.
Does EEBC mean guaranteed PR?
No. A nomination can add 600 CRS points and help you get invited, but IRCC still makes the final PR decision.
What EEBC options should graduates look at now?
Usually the Skilled Worker or Health Authority streams with the EEBC option (if eligible).
How long do I have after an Express Entry ITA?
IRCC says 60 days.
Reality check
-
This page should be positioned as a status update, not a “how to apply” guide, because the International Graduate stream is no longer listed in the active guide.
-
BC’s priorities can shift with nomination allocations, and B.C. has already said student streams were on hold.
-
If your plan depended on this stream, the safest move is to re-check eligibility under the current BC PNP streams and keep your Express Entry profile accurate.
