Saskatchewan Experience Stream (SINP): Eligibility, Sub-Categories, and How to Apply

The Saskatchewan Experience Stream (also shown on Saskatchewan’s site as “Worker with Saskatchewan Work Experience”) is part of the Saskatchewan Immigrant Nominee Program (SINP). It’s meant for people who already have Saskatchewan work experience and a Saskatchewan job offer.

This is not “apply anytime.” SINP rules and eligible sub-categories can change, and Saskatchewan notes that program criteria can change at any time.


Saskatchewan Experience sub-categories (what exists now)

Saskatchewan’s “Procedures and Guidelines” page lists these sub-categories under Saskatchewan Work Experience:

1) Skilled Worker With Existing Work Permit (key rules)

Saskatchewan states this sub-category is for skilled workers who:

  • Have been working in Saskatchewan with a valid work permit for at least 6 months

  • Have a permanent full-time job offer from a Saskatchewan employer

  • The job is generally in NOC TEER 0–3, or a designated trade (with limited exceptions for some work permit types)

  • Have a valid SINP Job Approval Letter (JAL) (employer must obtain it and provide it to you)

  • Have CLB 4 if your job offer is in TEER 4–5 (only applies in specific cases Saskatchewan allows)

  • Meet licensing rules if the job is regulated / a compulsory trade

Important exclusions Saskatchewan lists:

  • PGWP holders can’t apply under this sub-category (they must use the Student sub-category or International Skilled Worker – Employment Offer)

  • Open spousal work permit holders aren’t eligible for this sub-category (they may fit Health/Agriculture/Tech pathways or ISW Employment Offer)

Saskatchewan also notes Job Approval intake timing can depend on sector and that intake windows exist for some candidates.


2) Students (Saskatchewan Experience – Student sub-category)

Saskatchewan explains the Student sub-category is for people who:

  • Graduated from a Saskatchewan institution or a recognized post-secondary institution in Canada

  • Have worked in Saskatchewan for at least 6 months (or 780 hours) of paid employment

  • Have a current, permanent, full-time job offer in their field of study from a Saskatchewan employer

  • Intend to live in Saskatchewan (and nominees with temporary work permits must reside in Saskatchewan)


3) Agriculture Talent Pathway (under Saskatchewan work experience)

Saskatchewan lists this for workers in agricultural and related occupations who:

  • Have an SINP-approved job offer in Saskatchewan

  • Meet the pathway criteria

  • Intend to reside in Saskatchewan as a permanent resident
    Saskatchewan also notes you generally need a Job Approval Letter (employer must register and obtain it).


4) Health Talent Pathway (under Saskatchewan work experience)

Saskatchewan lists this for health care workers who:

  • Have an SINP-approved job offer in Saskatchewan

  • Meet the sub-category criteria

  • Intend to reside in Saskatchewan (and nominees with temporary permits must reside in Saskatchewan)


5) Innovation and Tech Talent Pathway (under Saskatchewan work experience)

  • Have an SINP-approved job offer in Saskatchewan

  • Meet the criteria

  • Intend to live in Saskatchewan


What “Job Approval Letter (JAL)” means (don’t skip this)

Saskatchewan explains that a Job Approval Letter (JAL) is the province’s pre-approval for an employer to hire a foreign worker for SINP immigration purposes, and employers must apply for it for each position.

Internal guidance (Canadianow): if your employer refuses to get a JAL (where required), the application usually cannot move forward.


Step-by-step process (simple)

  1. Confirm the correct sub-category (Existing Work Permit vs Students vs Agriculture/Health/Tech)

  2. Make sure your employer has (or can get) the SINP Job Approval Letter, where required

  3. Collect required documents (work permit, job offer, proof of SK work, education, language test if required)

  4. Apply online through SINP’s system

  5. If nominated, you apply to IRCC for permanent residence (IRCC makes the final decision)

Saskatchewan warns that applications missing required documents or translations may be closed, and closed applications must be re-started.

Remove these from your old template list (not SINP-specific):

  • “Endorsement Certificate From an Atlantic Province” (AIP only)

Typical documents depend on the sub-category, but Saskatchewan commonly expects:

  • Passport + status/work permit
