International Education Stream 2025 Guide
The Manitoba International Education Stream (IES) offers recent international graduates of Manitoba’s designated post-secondary institutions an accelerated path to provincial nomination and, ultimately, Canadian permanent residence. Through three targeted pathways—Career Employment, Graduate Internship and International Student Entrepreneur Pilot—the IES matches Manitoba’s labour-market and innovation goals by retaining skilled graduates, fostering research internships and supporting student-run start-ups
Who Can Apply?
General eligibility for all IES pathways requires you to:

Graduate from a Manitoba-designated post-secondary institution (minimum one-year, full-time program) within the last three years

Hold a valid Post-Graduation Work Permit at the time of application.

Reside in Manitoba (if required by your chosen pathway).
Pathway-specific criteria:
Career Employment Pathway

Have a full-time, long-term job offer in an in-demand Manitoba occupation related to your field of study
Graduate Internship Pathway

Complete a master’s or doctoral degree in Manitoba within the past three years.

Finish a Mitacs Accelerate or Elevate internship (including Accelerate Entrepreneur) in Manitoba.

Minimum CLB/NCLC 7 language level.

Demonstrate settlement funds for six months (LICO) or hold a qualifying job offer
International Student Entrepreneur Pilot (ISEP)

Age 21–35 years.

Completed a 2-year (or longer) full-time program in Manitoba.

Hold an open work permit and have continuously lived in Manitoba since graduation.

Own ≥ 51 % equity in your start-up and demonstrate Aboriginal ties.

Minimum CLB/NCLC 7 and sufficient liquid funds (LICO)
How Does the Application Process Work?
1. Submit an Expression of Interest (EOI)
Create an account in the MPNP Online portal.
Select your IES pathway and complete the free EOI form.
2. Receive a Letter of Advice to Apply (LAA)
Manitoba scores EOIs and issues an LAA to top candidates.
4. Nomination Decision
MPNP assesses your file and notifies you of nomination.
5. Apply for Permanent Residence
Use your provincial nomination to apply to IRCC for PR.
IRCC aims to process 80 % of PNP PR applications within 19 months
3. Prepare & Submit Your MPNP Application

Log into MPNP Online within 60 days of your LAA.
