Canada’s Federal Immigration Programs in 2026: What’s Open, What’s Paused, and What to Watch
Canada’s federal immigration system offers multiple pathways to permanent residence (PR), mainly through economic immigration, family sponsorship, and humanitarian categories. But several programs have changed recently—so if you’re using an older “guide,” it’s worth updating your plan with what’s actually active right now.

The Core Federal Economic Pathways in 2026
1) Express Entry (Still the biggest federal system)
Express Entry is the federal online system managing applications for 3 programs:
-
Federal Skilled Worker Program (FSWP)
-
Federal Skilled Trades Program (FSTP)
-
Canadian Experience Class (CEC)
Official overview: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry.html
FSWP details: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/who-can-apply/federal-skilled-workers.html
Why it matters: If you qualify, Express Entry is still one of the most direct routes to PR—especially when combined with a provincial nomination.
2) Provincial Nominee Programs (PNPs) (Not federal-run, but linked to PR)
PNPs are run by provinces/territories, but still lead to federal PR processing. Many nominations are linked to Express Entry.

Key note: If you plan to live in Quebec, federal programs work differently because Quebec has its own selection system.
Business & Entrepreneur Immigration: Major 2026 Change
Start-up Visa (SUV): Paused/Closed to most new cases
IRCC updated its Start-up Visa pages stating that as of January 1, 2026, the Start-up Visa Program is paused, and only applicants with a valid 2025 commitment certificate can apply—deadline: June 30, 2026.

Official eligibility note (pause + deadlines):

What this means in plain terms: If you don’t already have a qualifying 2025 commitment certificate, this pathway is effectively not available right now.
Cultural/Athletic Route: Current Status
Self-Employed Persons Program: Paused
IRCC’s Self-Employed Persons Program page shows the program status as paused (and lists very long processing times).

Family Sponsorship (Still Open)
Canada continues to offer federal pathways to sponsor close family members, including spouses/partners and dependent children.

How to Pick the Right Federal Path in 2026
A simple way to decide:
-
If you’re a skilled worker → start by checking Express Entry.
-
If a province is actively recruiting your occupation → look at PNPs.
-
If your plan was Start-up Visa → verify you qualify under the 2025 certificate / June 30, 2026 deadline rule.
-
If your plan was Self-Employed → note it is currently paused.
-
If you’re reuniting with close family → use Family Sponsorship routes.
