Updated July 2026. Five Ontario communities participating in the Rural Community Immigration Pilot (RCIP) — Thunder Bay, North Bay, Sault Ste. Marie, Greater Sudbury, and Timmins — have published their priority sectors and occupations for permanent residence in 2026.
How the RCIP Works
Foreign nationals with a genuine, full-time job offer that matches a participating community’s labour market needs can pursue permanent residence through a community recommendation. You’ll generally need at least 1 year (1,560 hours) of relevant work experience in the past 3 years, aligned with the TEER level of your job offer, plus a job offer from an RCIP-designated employer.
Priority Sectors by Community
- Thunder Bay: Six priority sectors for 2026, with manufacturing and utilities newly added.
- North Bay: Six priority sectors, with natural and applied sciences newly added.
- Sault Ste. Marie: Six priority sectors, adding natural and applied sciences plus business, finance and administration this year.
- Greater Sudbury: Six priority sectors, with business, finance and administration newly added.
- Timmins: Five priority sectors — health, education and social services, trades and transport, natural resources and agriculture, and manufacturing and utilities (newly added).
Why This Matters
RCIP is designed as a rural and northern alternative to Express Entry — it doesn’t require a competitive CRS score, just a matching job offer and qualifying work experience in a community’s designated priority sector. For candidates who can’t yet compete on CRS score alone, a community-backed pathway like this can be significantly faster.
How to Get Started
Look for job openings with RCIP-designated employers in one of the five participating communities, in a sector matching your work experience. Each community publishes its own designated employer list and specific process — check directly with the community’s economic development office (for example, Thunder Bay’s or Timmins’ economic development corporation) for current openings and application steps.
