You were approved for a three-year PGWP, but the permit in your hand ends in fourteen months. Or your employer’s LMIA covers two years, but your work permit stops after one. Nothing is wrong with your application: IRCC does not issue permits that outlast your passport. The good news is that the lost time can usually be recovered — if you do things in the right order.
Quick Answer
IRCC limits a work or study permit to your passport’s expiry date. If your permit was cut short for that reason, renew your passport first, then apply to extend the permit before it expires. For a PGWP, this is one of the only situations where an extension is allowed — IRCC says you must apply on paper, explain the passport limitation in a letter, and you do not need to send new language test results. Apply on time and you keep working on maintained status while IRCC decides.
This guide explains general rules. It is not legal advice. Check the IRCC pages linked below before applying, and consider a licensed RCIC if your PGWP is close to expiring.
Why It Happens
Official rule: IRCC states that if your passport expires earlier than the length of time you are eligible for, it will only issue a permit valid until your passport expires. For PGWPs, the permit should carry a note saying it was limited by your passport.
What it means: the decision about how long you are eligible for has already been made. The extension is not a new assessment of your eligibility — it restores the time you were already entitled to.
Check Whether You Qualify
- Your permit’s expiry date is the same as (or very close to) your passport’s expiry date, and
- you were eligible for a longer permit (for a PGWP, the length set by your program; for an LMIA permit, the length of the LMIA or job offer), and
- your current permit has not yet expired.
If the permit expired for any other reason — for example, your PGWP is simply ending — this route does not apply. See options when your PGWP is expiring.
Step by Step: PGWP

- Renew your passport through your country’s embassy or consulate. Do not apply to IRCC with an expired or soon-expiring passport — the new permit would be limited again.
- Prepare a paper application to extend your PGWP (IRCC requires paper for PGWP extensions or changes).
- Write a letter of explanation: your original PGWP approval, the passport expiry that limited it, and the length you were eligible for. Include copies of the old passport, the new passport and your current PGWP.
- Mail it before your PGWP expires. Keep the courier tracking record — for paper applicants it is part of your proof of maintained status.
- Keep working under the same conditions while you wait, and tell your employer how you are covered (proof for employers).
Step by Step: Employer-Specific or Other Work Permits
- Renew your passport.
- Apply to extend your work permit from inside Canada before it expires, with the new passport. Most extensions are filed online.
- Make sure your supporting documents still cover the period you are asking for — for example, the LMIA’s validity and the job offer’s end date.

If You Just Renewed Your Passport and Your Permit Is Fine
A new passport does not cancel a valid permit. IRCC says you can keep using your permit with the new passport — carry both passports when travelling, since the old one may hold your visa. Update the passport number in your IRCC account and any pending applications (what to update after a status or document change).
Timing Traps
- Passport renewal can take months from some consulates. Start as soon as you see the shortened date on your permit.
- Your SIN and health card follow the short date. They will expire with the permit even while your extension is pending (SIN, health card).
- Do not travel after the permit’s expiry date while the extension is pending (why).
- If the permit has already expired, you are no longer on maintained status; you would need to apply for restoration within 90 days (restoration as a worker).
Prevention: Before Any New Application
Check your passport’s expiry date before applying for a study permit, PGWP or work permit. If it expires before the end of the period you are applying for, renew it first.
FAQ
Can a PGWP really be extended?
Only in narrow cases. A PGWP cut short by passport expiry is one of them, and IRCC requires a paper application.
Do I need a new language test to extend my PGWP for this reason?
No. IRCC says you do not need to provide proof of language ability in this situation.
Can I apply after my PGWP expires?
Not as a normal extension. After expiry you would need to apply for restoration of status within 90 days, and you cannot work in the meantime.
